Beijing rebuffed Dalai Lama's conciliatory offer, initiated propaganda offensive

Congressional leaders are seeking to pressure the Bush administration into an “action plan” on Tibet. State-run Chinese media have accused the Dalai Lama of subversion and linked the recent unrest to CIA-supported covert action.
