China buildup benefitting from U.S. technology

China is developing its military through exports of dual-use civilian-military technologies, according to a report by the International Assessment and Strategy Center. IASC China affairs specialist Richard Fisher said in the report that despite a law banning arms and technology transfer to China, “almost from its inception successive American presidents have made exceptions to this law.” (FULL STORY)
