Statement by Adm. Mullen sets off Chinese propaganda counteroffensive

China’s military propagandists last week sought to counter the blunt statement made earlier in May by Joint Chiefs of Staff Chairman Adm. Mike Mullen that China’s military buildup is directed at the United States. Maj. Gen. Yang Yi of the Chinese National Defense University told one Asian press outlet that it was the first time a senior U.S. officer said the PRC buildup targeted America.   (FULL STORY)

New constitution gives Kim Jong-Il powers previously held by 'eternal president'

North Korea's new Constitution, formally revised in April, stipulates that the National Defense Commission (NDC) chaired by Kim Jong-Il is the country's dominant governing body. Under the earlier 1998 constitution, the NDC was the highest military decision-making body, but shared overall governing authority with the legislative Supreme People's Assembly (SPA) and the Cabinet.  (FULL STORY)
