Japan eyes revising defense 'Guidelines' to authorize pre-emptive strikes
North Korea’s recent nuclear test and missile firings have reignited debate in Japan over whether Tokyo should have the authority to strike enemy forces pre-emptively to forestall an imminent attack.
U.S. officials said that while the debate in Japan, whose constitution is officially pacifist, is not new, it is being pressed by nationalists and conservatives.
