President and Commander in Chief Hu Jintao has taken multi-pronged measures to boost control over Tibet as the door to negotiations with the aging Dalai Lama has apparently been closed. While more hard-line cadres are being appointed to run the restive territory, Beijing has also pledged unprecedented development aid for the estimated 6.5 million Tibetans who live in the Tibet Autonomous Region (TAR) as well as the neighboring provinces of Sichuan, Gansu and Qinghai.
