China article on 'defensive' nuclear strategy published two weeks after Pentagon report

A former Chinese general has used state media to propagate Beijing's position that its nuclear buildup is defensive rather than offensive in nature. Retired PLA Maj. Gen. Xu Guangyu wrote in the official military newspaper PLA Daily last week that China’s nuclear strategy includes developing weapons to carry out a second-strike following a nuclear attack. Finally, the leadership under President Hu Jintao has summoned enough political will to transfer “Xinjiang Emperor” Wang Lequan out of the Xinjiang Autonomous Region (XAR).
