Samsung to increase investment in North Korean software development

The Unification Ministry of South Korea has approved a plan by Samsung Electronics Co., Ltd. to increase its investment in North Korea’s Computer Center (KCC) for software development.

Under the program, announced on Oct. 14, Samsung will invest an additional $596,000 in KCC for work on nine projects. KCC has been developing computer software under Samsung sponsorship since 2000. Total investment amounts to $2.8 million.

Lee Gwang-Hak, manager of Samsung’s North Korea investment team, said the programs being developed are parts of larger software packages, and require only basic technologies.

"Communications pose the biggest problem for this project," Lee said. "You have to be at the processing site to monitor and coordinate development progress, but we do not have our men stationed there. No direct telephone lines are available. Every time there’s a problem to be addressed, we have to meet in China. That often resulted in delayed delivery."

Yoo Wan-Ryung, president of IMRI Co., Ltd., which operates a joint-venture LCD monitor assembly program in Pyongyang, said, that the level of North Korea’s software technology is surprisingly high, especially in animation. "Their animation technology is far advanced than that of South Korea," he commented.
